Terms of Use

These conditions govern access to and use of Putnam County Criminal History. Visiting a page, reading its content, or submitting a query through a search tool indicates agreement with the terms below. Anyone who does not accept them should stop using the site.

NO FCRA USE. Putnam County Criminal History is privately operated and has no government affiliation. It is neither a private investigation firm nor a consumer reporting agency. This site and its advertising partners do not provide a service for credit, employment, insurance, tenant, or other decisions regulated by the Fair Credit Reporting Act (FCRA).

1. What This Website Is

This private reference site operates independently of every government office. It does not store official criminal records, file papers for visitors, retrieve government files, or conduct official background checks.

Its role is to identify the Putnam County Sheriff's Office, local court clerks, West Virginia State Police Criminal Identification Bureau, West Virginia Sex Offender Registry, and other official record channels. Some pages also connect readers to separately operated search tools.

2. Rules for Using This Site

Use of this site is conditioned on an agreement not to:

  • Use the site in violation of federal, West Virginia, or local law
  • Threaten, stalk, or harass a person with information found here
  • Use the content for hiring, housing, credit, or insurance decisions
  • Attempt unauthorized entry into a system or account
  • Deploy bots, scraping software, or automated collection tools
  • Interfere with site speed, availability, or another visitor's access

3. No Harassment, Stalking, or Discrimination

No one may use information from this site or a linked tool to intimidate, threaten, stalk, harass, or unlawfully discriminate against another person. Chapter 15, Article 12 of the West Virginia Code governs the West Virginia Sex Offender Registry, whose own warning forbids threats, intimidation, and harassment. Registry information supports lawful public-safety awareness, not vigilantism or blacklisting.

4. We Are Not a Consumer Reporting Agency

We are not a consumer reporting agency under the FCRA and do not create consumer reports, credit files, or background checks. Our advertising partners likewise do not turn this site into a lawful screening service. Information from these pages or linked tools may not be used to:

  • Make a hiring or termination decision
  • Evaluate a renter or housing applicant
  • Set insurance terms or assess creditworthiness
  • Determine eligibility for a permit, license, or government benefit
  • Carry out another purpose governed by the FCRA

Any legally authorized official record check must follow the applicable West Virginia State Police CIB and IdentoGO process or another properly compliant channel.

5. No Legal Advice

The content is not legal advice. General information about Putnam County records cannot determine how a charge, conviction, warrant, or expungement statute applies in a specific case. A licensed West Virginia attorney can address those questions.

6. No Warranties

To the fullest extent allowed by law, we are not liable for damage arising from use of the site, its content, or a linked service.

10. Indemnification

A user agrees to indemnify and hold us harmless from claims, demands, or proceedings caused by that user's conduct or breach of these terms, including related legal costs.

11. Governing Law

West Virginia law governs these terms. Any dispute related to site use must be brought in a court located in West Virginia. Public-record access remains governed by the West Virginia Freedom of Information Act, W. Va. Code §29B-1-1 et seq., and CIB dissemination by W. Va. Code §15-2-24.

12. Changes to These Terms

These terms may be changed at any time. A revision becomes effective when the updated text is posted on this page.

13. Cutting Off Access

Access may be suspended or ended at any time, with or without prior notice.

14. Severability

If one provision is held invalid or unenforceable, the other terms remain in force. The affected language will be limited only as much as necessary to make it enforceable.
