Putnam Registry Has No Public Tiers
West Virginia does not present public Tier I, Tier II, and Tier III labels as its registry scheme. Instead, state law distinguishes an ordinary ten-year registration period, lifetime categories, and sexually violent predator duties. Importing tier language from another state can lead a Putnam County reader to misread the profile.
A sexually violent predator reports in January, April, July, and October, with address verification every 90 days. An ordinary qualifying registrant reports during the birth month and receives annual address verification. Lifetime registration can apply because of a prior qualifying conviction, multiple victims or violations after the required finding, a sexually violent offense or predator designation, or specified offenses involving an actual or perceived minor.
Registration Requirements and Levels in West Virginia
West Virginia Code Chapter 15, Article 12 controls duration, reporting, disclosure, verification, and penalties. For an ordinary qualifying registration, the ten-year clock is measured from release from confinement or a mental facility, or placement on probation, parole, or supervised or conditional release. Ending supervision early does not shorten the statutory term.

Changes to residence, employment, occupation, vehicles, trailers or motorhomes, school, and other required data generally must be reported within ten business days. A move between counties is reported to the responsible detachment. Section 15-12-5 directs notices to listed law-enforcement, school, child, and youth entities within five business days.
